California requires a smog check on out-of-state vehicles

If you're moving to California from another state, your vehicle is required to pass a smog check before the DMV will register it here — even if it just passed inspection in your previous state. California's emissions standards are stricter than most other states, and your vehicle has to meet them to be legally registered here.

The good news: the test takes about 15 minutes, costs the same as a regular smog check, and we can send the certificate directly to the DMV for you.

What out-of-state vehicles need testing?

Any vehicle being registered in California for the first time, with these exceptions:

  • Gasoline vehicles 1975 or older are exempt
  • Diesel vehicles 1997 or older are exempt
  • Diesel vehicles with GVWR over 14,000 lbs are exempt
  • Pure electric vehicles are exempt
  • Motorcycles are exempt

Direct-import vehicles (vehicles never sold new in the US) and certain "49-state" specification vehicles may have additional requirements. If you're unsure, call us at (805) 526-9716 with your VIN and we'll check.

Heads up: Vehicles must be 50-state legal

If your out-of-state vehicle was sold new with "49-state" emissions equipment (i.e. not California-compliant), it may require additional verification or modifications. This mostly affects vehicles 1976–1999. Bring your title and any emissions documentation you have.

  • Your out-of-state title or registration
  • Your VIN (vehicle identification number)
  • Driver's license
  • Any emissions paperwork from your previous state, if you have it

Step-by-step: Registering your out-of-state vehicle

  1. Smog check at our station — 15 minutes, electronic certificate
  2. Vehicle Verification (VIN inspection) — required by DMV; can often be done at the same DMV visit
  3. Title transfer at the DMV — bring your out-of-state title, smog certificate, proof of insurance, ID
  4. Pay registration fees — varies by vehicle value and county
  5. Receive California plates — usually issued same day at the DMV

What if my out-of-state vehicle fails?

You'll get a detailed failure report. Take it to a mechanic to repair the issue, then bring it back to us within 30 days for a free re-test (with our coupon). California is strict about emissions, so if your vehicle was borderline in another state, expect to potentially need some repair work.

Frequently asked questions

How long do I have to register my out-of-state car in California?

You have 20 days from the date you became a California resident to register your vehicle. After that, late fees apply. Get the smog check done early in your move so you have time to handle the rest.

Does my recent out-of-state inspection count?

No. California requires its own smog inspection regardless of what you passed in another state. Even a fresh out-of-state inspection isn't accepted by the California DMV.

Can my new car (under 4 years old) skip the smog check?

For initial out-of-state registration, all eligible vehicles need the smog check regardless of age. After that, new vehicles get a 6-year exemption from their next smog check.

What if my vehicle has 49-state emissions equipment?

Vehicles built between 1976–1999 with 49-state (non-California) emissions equipment may need additional inspection or modification before they can be registered. Bring your title and we'll check the VIN to see what applies.

How long does the entire registration process take?

The smog check takes 15 minutes at our shop. The DMV portion typically takes 1–2 hours depending on lines. AAA members can sometimes do title transfers at AAA, which is faster.
